
Fairfax County detectives have arrested three suspects from Washington, D.C., for their roles in a series of organized retail thefts targeting candles in Kingstowne and Fair Oaks shopping centers.
The investigation began on February 2, 2025, when officers responded to a grand larceny report at the 5800 block of Kingstowne Center. Three suspects entered the store, stole merchandise, and fled in a vehicle before police arrived.
Further reports of similar thefts revealed a pattern of coordinated crimes. Detectives from the Criminal Investigations Division linked the suspects to multiple incidents involving large-scale thefts of candles and other items. The stolen amounts ranged from $600 to over $4,300 per incident across various dates and locations.
On May 29, with help from the U.S. Marshals, Fairfax County’s Fugitive Tracking and Apprehension Team arrested three individuals in Washington, D.C.:
Delontae Shaw, 34, charged with ten counts of Grand Larceny and ten counts of Larceny with Intent to Sell. He is held at the Washington D.C. Central Detention Facility awaiting extradition.
Sincere Stewart, 25, charged with four counts of Conspiracy to Commit Larceny, currently held and awaiting extradition.
Devon Owens, 28, charged with five counts of Grand Larceny and five counts of Larceny with Intent to Sell, also held awaiting extradition.
