The Portland Police Bureau (PPB) has arrested multiple suspects in a major investigation into a widespread copper theft operation affecting critical infrastructure and local businesses across the city.
Since May 2025, the East Precinct Neighborhood Response Team (NRT) has investigated a sharp increase in stolen communication lines, essential for services such as 911 emergency calls. Working with Lumen Technologies, investigators discovered that both aerial and underground cabling were targeted, as well as rooftop air conditioning units containing valuable copper.
Initial arrests were made in August and September 2025, followed by a key search warrant in October. Tracking technology and surveillance revealed a central “broker” who processed stolen metal through recycling facilities, distributing payments while keeping a portion of the profits.
On March 19, 2026, Dedri White, 55, of Portland, was arrested and charged with Theft in the First Degree, Money Laundering, Criminal Conspiracy, and multiple metal theft-related offenses. Detectives say White processed more than $487,000 worth of stolen metal over the past year.

“These arrests represent a major step forward in disrupting an organized criminal operation,” said PPB Chief Bob Day. “Copper theft impacts emergency communications, local businesses, and critical infrastructure. I’m proud of our collaborative work to hold those responsible accountable.”
The investigation is ongoing, with subpoenas issued to two major metal recycling businesses to review potential involvement or regulatory compliance. PPB credited Lumen Technologies and other partners for their key role in dismantling the operation.
