by Amelia Crawford

The Neptune Beach Police Department, in collaboration with the Department of Homeland Security, has arrested Deborah Ramsay, a woman accused of defrauding a victim of $7,800. Ramsay, a Jamaican national, was apprehended at New York City’s JFK Airport on Saturday as she attempted to reenter the country.

Ramsay is facing federal fraud charges for allegedly using a fraudulent email to pose as an employee of the City of Neptune Beach. Through this impersonation, she sent the victim a fake invoice for a building permit, demanding payment of $7,800. Authorities had been searching for Ramsay at various ports of entry, given her history of frequent travel.
