DEA Charges Three in Major California Meth Trafficking Conspiracy

Arrests follow extensive operation seizing drugs, firearms, and labs

The Drug Enforcement Administration (DEA) announced on March 17 the return of a three-count superseding indictment, charging three individuals in connection with a large-scale drug trafficking conspiracy operating in California’s Central Valley.

The individuals charged are Alfredo Alvarez Sanchez, 37, and Raul Munoz Navarro, 54, both of Mexico, who were arrested on December 11, 2024, during a coordinated operation by law enforcement. Inosencio Cruz, 35, of Visalia, California, was arrested on March 11, 2025, bringing the total number of suspects involved in this operation to three.

The arrests followed a detailed investigation into the operations of a drug trafficking organization that specialized in manufacturing and distributing methamphetamine throughout the region. According to the DEA, law enforcement carried out coordinated searches on May 17, 2023, at five properties in Tulare, Earlimart, and Corcoran. These searches resulted in the seizure of nearly 1,000 pounds of crystal methamphetamine and 14 firearms.

A critical part of the operation was the dismantling of two active methamphetamine conversion laboratories. The labs were found to contain numerous 55-gallon drums filled with liquid methamphetamine in various stages of conversion to crystal methamphetamine. The discovery of these labs highlights the sophistication of the operation and the scale at which the drugs were being produced.

In addition to the seizures in May 2023, several other significant enforcement actions occurred in late 2023 and early 2024:

November 30, 2023: Authorities seized 150 pounds of methamphetamine.
February 24, 2024: Another 200 pounds of methamphetamine were confiscated.
March 20, 2024: A further 25 pounds of methamphetamine and four pounds of marijuana were seized.
On March 20, 2024, law enforcement officers also recovered 11 firearms from an individual who attempted to hide them after the methamphetamine seizure. These actions underscore the scale of the trafficking organization and the significant law enforcement effort required to dismantle it.

The three defendants now face charges connected to their involvement in the operation, including drug trafficking conspiracy. If convicted, they could face substantial prison sentences and significant fines for their roles in the methamphetamine distribution operation.

The DEA’s investigation, supported by a range of local and federal agencies, remains ongoing, with more arrests and seizures expected as the agency continues to target drug trafficking organizations operating in the Central Valley region.

This operation is part of a broader effort by the DEA to combat methamphetamine trafficking and other drug-related crimes, which have been on the rise in California and throughout the United States. The DEA has emphasized that the success of these operations relies heavily on collaboration among law enforcement agencies at local, state, and federal levels.
