Daniel Roy Phelps & Terah Crawford Arrested in Roseburg Abuse Case

Pair accused of child exploitation and animal abuse in Oregon

ROSEBURG, Ore. — A disturbing criminal investigation by the Douglas County Sheriff’s Office has led to the arrest of two Roseburg residents, 40-year-old Daniel Roy Phelps and 39-year-old Terah Danyle Crawford, for crimes involving child sexual abuse and animal cruelty.

The investigation began in late June 2025 when detectives uncovered child exploitative material featuring a 5-year-old victim, later identified as a child personally known to Phelps. Over a two-week period, detectives executed multiple search warrants and worked closely with the Oregon Department of Human Services to ensure the child’s safety.

Further searches revealed evidence that Phelps had also victimized a second child, approximately one year old. Detectives additionally discovered that Crawford, Phelps’ long-term girlfriend, had participated in producing sexually explicit videos involving the children.

In a shocking development, authorities also found video evidence of Phelps sexually abusing a canine.

On July 16, detectives arrested Phelps on numerous charges, including:

Two counts of First-Degree Sodomy

First-Degree Sexual Abuse

Using a Child in a Display of Sexually Explicit Conduct

Second-Degree Encouraging Child Sexual Abuse

Second-Degree Possession of Materials Depicting Sexually Explicit Conduct

Encouraging Sexual Abuse of an Animal

Sexual Abuse of an Animal

Endangering the Welfare of a Minor

Crawford was charged with:

Using a Child in a Display of Sexually Explicit Conduct

Second-Degree Encouraging Child Sexual Abuse

Second-Degree Possession of Materials Depicting Sexually Explicit Conduct

Both suspects are currently being held at the Douglas County Jail.

The Sheriff’s Office has released their booking photos in accordance with ORS 133.870 and believes there may be additional victims. Authorities urge anyone with relevant information to contact the Douglas County Sheriff’s Office immediately.
