RALEIGH, NC — North Carolina Insurance Commissioner Mike Causey announced on April 30 the arrest of Damian Rayshawn Cummings, 30, of Zebulon, in connection with a large-scale insurance fraud operation involving identity theft and false claims.
Cummings is facing 21 felony charges, including:
6 counts of identity theft
6 counts of insurance fraud
6 counts of obtaining property by false pretense
3 counts of attempting to obtain property by false pretense
According to special agents from the NC Department of Insurance’s Criminal Investigations Division, Cummings allegedly obtained personal information—such as names, addresses, birth certificates, and email addresses—of six individuals. He then used those identities to file fraudulent auto accident claims with Progressive, State Farm, Liberty Mutual, and Allstate in an attempt to receive payouts.
The fraudulent activity took place on September 20, 2024, December 19, 2024, and March 8, 2025, as per arrest documents.
Cummings was arrested and later released on a $300,000 secured bond. He appeared in Wake County District Court on April 30.
“Insurance fraud hits consumers in the wallet,” Commissioner Causey stated. “Approximately 20 cents of every insurance premium dollar goes to covering the cost of fraud. I’m fighting this by aggressively pursuing and prosecuting insurance fraud in North Carolina.”
