Cindy Rodriguez Singh Arrested After FBI’s Top 10 Most Wanted Search

Texas mother charged with capital murder of son found in India

Cindy Rodriguez Singh, a woman wanted for capital murder in Texas, has been arrested more than two years after fleeing the United States for India, FBI Director Kash Patel announced Wednesday.

Rodriguez Singh, 40, was named one of the FBI’s Top 10 Most Wanted Fugitives in July and faced charges related to the suspected murder of her 6-year-old son, Noel Alvarez. Authorities say Noel, last seen in October 2022 in Everman, Texas, was reportedly malnourished and unhealthy around the time his twin sisters were born.

In March 2023, Texas authorities conducted a welfare check for Noel, but Cindy Rodriguez Singh allegedly misled officers, claiming Noel had been living with his biological father in Mexico since November 2022. Shortly afterward, she boarded a flight to India with her husband and six other children—without Noel. She had applied for passports for all her children except Noel in late 2022. Noel has never been found and is presumed dead.

In October 2023, Rodriguez Singh was charged with capital murder of a person under 10 years of age in Tarrant County. A month later, the FBI issued a federal arrest warrant for her unlawful flight to avoid prosecution.

FBI Director Kash Patel praised the collaboration between federal, state, and international law enforcement agencies that led to her capture. While details of the arrest’s timing and location remain undisclosed, Texas Senator Ted Cruz expressed relief on social media, stating Rodriguez Singh will now face justice in Texas.
