Cesar Alejandro Roa Pleads Guilty in Teen’s Murder

HORIZON CITY, Texas (KFOX14/CBS4) — A Horizon City man has pleaded guilty to the murder of 16-year-old Jazmine Estrella Adame, who was fatally shot and left in a Far East El Paso alley in 2023.

Cesar Alejandro Roa, 25, entered guilty pleas to one count of murder and two counts related to the manufacturing and delivery of controlled substances during a plea hearing on April 17.

The case began on February 16, 2023, when officers responded to an unattended death on the 14300 block of Coyote Trail Drive. They discovered Adame’s body in an alleyway with a gunshot wound to the back of her neck.

Investigators later determined that Adame and her friends had planned to steal drugs from someone they connected with on social media. During the transaction, one of the teens grabbed the drugs, prompting the dealer—identified as Roa—to open fire as they fled, fatally shooting Adame.

The investigation led El Paso Police to Roa, who was arrested on March 3, 2023. Surveillance footage and social media evidence helped link him to the crime.

As part of a plea deal, Roa was sentenced to 30 years in state prison for the murder and 10 years for each drug charge. All sentences will run concurrently.

“Ms. Adame had her whole life in front of her and she should still be here,” said District Attorney James Montoya. “If you commit acts of violence, we will hold you accountable and you will go to prison.”
