SALEM, Ore. — Arturo Mendez-Perez, 24, has been sentenced to 390 months (over 32 years) in prison for his role in a 2020 armed robbery and shooting in Salem that left one man dead and another seriously injured.
Mendez-Perez pleaded guilty to first-degree attempted murder and two counts of first-degree robbery in connection with the incident that took place on September 22, 2020, at Hoover Park on Savage Road.
During the robbery, 18-year-old Andrew Ray Rosas was fatally shot, and another victim survived with serious injuries. At the time, Mendez-Perez was not arrested or charged, and the case remained open.
It wasn’t until March 2023 that a Marion County grand jury approved a secret indictment, leading to Mendez-Perez’s arrest and eventual prosecution.
Due to a judicial conflict in Marion County, Judge Thomas McHill of Linn County Circuit Court presided over the case and handed down the sentencing.
The Marion County District Attorney’s Office confirmed that additional case details are being withheld pending the resolution of proceedings involving co-defendant Jayson Elkins. Elkins, who pleaded guilty in 2023 to being a felon in possession of a firearm, is scheduled for another court appearance on October 14.
