WILLIAMSPORT, Pa. — Andrew William Collins, 64, was arrested in March for selling cocaine to a confidential informant (CI) in multiple transactions over several months, according to an affidavit from Lycoming County Drug Detectives.
Detective Jonathan Rachael reported that Collins made four drug deliveries: one in December, two in February, and one in March. The total amount of cocaine sold during these transactions was just over 10 grams.
In December, Collins accepted $100 from the CI and purchased 0.3 grams of crack cocaine, which was passed to detectives. In February, he brokered two deals, acquiring 0.3 grams and 0.75 grams. His largest transaction came in late March when, after receiving $500 from the CI, he obtained nine grams of cocaine. Collins was stopped exiting the apartment where the drugs were retrieved, located in the 400 block of Lycoming Street.
Each drug sample tested positive for cocaine. Collins faces charges of possession with intent to deliver and criminal use of a communication facility. He is currently out on a $15,000 unsecured bail and awaits a preliminary hearing scheduled for June 10.
