The Jaipur Rural Police on Thursday arrested three individuals in connection with a Rs23 lakh scholarship scam involving a fake educational institution and forged biometric identities.
According to SP Anand Sharma, the accused include Vijay Bochlya (27), an e-mitra operator; Shravan Ram Jat (32), director of a bogus ITI college in Nagaur; and Balram Gurjar (43), a contract-based project manager with the Department of Social Justice and Empowerment.
The trio allegedly created a fake ITI institution and manipulated the state scholarship portal using Bochlya’s e-mitra kiosk ID to submit fraudulent applications. They cloned biometric identities, uploaded forged documents, and processed fake applications internally—taking bribes to greenlight approvals.
The scam surfaced after the department detected irregular activity on the portal and flagged it for further investigation.
“This was a coordinated effort to defraud the government by misusing digital access and departmental loopholes,” said SP Anand Sharma. An internal probe and technical audit confirmed the scam, leading to the arrests.
Authorities are investigating the extent of the fraud and whether other individuals or institutions were involved.
