Tour Guide Kidnapped in Garapan Hit-and-Run Case

Crash tied to kidnapping; 2 arrested, 1 suspect at large

A viral hit-and-run incident in Garapan on August 25, 2025, has been officially linked to the kidnapping and assault of a local tour guide, according to the Department of Public Safety.

The crash, caught on video and widely shared on social media, showed a tan Toyota Tacoma pickup truck hitting a black vehicle and a cyclist near the Northern Marianas Housing Corporation office before fleeing the scene.

Authorities revealed that the black vehicle was being driven by the kidnapping victim, identified as Jijing “Jimmy” Borja, a tour guide. According to Capt. Jeff Olopai, commander of the DPS Criminal Investigation Bureau, Borja used his vehicle to try to stop his captors after being kidnapped but was unsuccessful in preventing their escape.

Two suspects—43-year-old Heejung Hwang and 57-year-old Peter Deleon Guerrero, also known as “Dragon” or “Paduna”—have been arrested and charged in connection with the case. They are facing multiple charges including kidnapping, aggravated assault, assault with a dangerous weapon, and disturbing the peace. A third suspect, Yichuan Bai, who was allegedly driving the pickup, remains at large. An arrest warrant has been issued for Bai.

The investigation also uncovered that the vehicle involved in the hit-and-run had been destroyed. Authorities confirmed it was dismantled and shredded at a recycling shop in Puerto Rico. The truck’s owner has been identified and may face charges for allegedly assisting in destroying evidence.

Although rumors suggest that Hwang is employed as a contractor with the CNMI Public School System, Olopai declined to confirm this.

The cyclist struck in the incident was not seriously injured, though their bicycle was damaged. Officials say separate criminal and traffic charges will be filed in connection with that part of the case.

DPS is asking for the public’s help in locating Bai or providing any information that could assist in the investigation. Anyone with information is urged to call 911 or (670) 664-9042.

DPS Commissioner Anthony Macaranas emphasized the importance of public cooperation, stating that withholding information only slows down the investigation. Authorities say the investigation remains active and ongoing, with further updates expected.
