CAMARILLO, Calif. — A Ventura County judge has ordered 39-year-old Rotherie Foster of Camarillo to stand trial on more than 30 felony charges, including two counts of murder and several financial fraud allegations, prosecutors announced.
The Ventura County Superior Court ruling came on Sept. 4, following a seven-day preliminary hearing. Foster, who has pleaded not guilty, is scheduled to be arraigned on Oct. 2 and remains in custody without bond.
Details of the Charges
Foster was first arrested in January 2023 in connection to the death of Jose Antonio Velasquez, a Camarillo resident who went missing in July 2022. His body was discovered in the Santa Monica Mountains by hikers in October 2022.
Further investigation led authorities to link Foster to the death of Bill Dean Levy, who also died in 2022. Prosecutors allege Levy was killed by intentional fentanyl poisoning. Foster reportedly committed financial fraud using Levy’s identity after his death, which helped investigators connect him to the crime.
In addition to the murder charges, Foster faces allegations tied to a July 2022 armed robbery in Fillmore and multiple counts of financial fraud.
Next Court Date
Foster’s arraignment is set for October 2, where he will face a long list of felony charges and multiple special allegations. If convicted, he could face life in prison or the death penalty, depending on how the case proceeds.
