The RCMP and the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) will address the media Monday regarding the overseas arrest of Robby Alkhalil, a fugitive who has been on the run for three years. According to several sources, Alkhalil was apprehended in Qatar.
Alkhalil escaped from the North Fraser Pretrial Centre in Port Coquitlam in July 2022, reportedly with the help of two men posing as contractors. One month later, he was found guilty in absentia of first-degree murder for the killing of gang rival Sandip Duhre, who was shot at the Wall Centre in Vancouver in 2012.
Authorities are expected to travel to Qatar to negotiate Alkhalil’s extradition. However, legal expert Richard Kurland warns that Canada faces significant challenges because there is no extradition treaty with Qatar. Diplomatic negotiations or arrangements could take years.
Kurland suggests Canada might try to strike a deal with Qatar, potentially exchanging Alkhalil for a Qatari fugitive residing in Canada, but doubts such an agreement will materialize without strong incentives.
Meanwhile, charges may be filed against individuals accused of aiding Alkhalil’s escape.
