
Laredo Woman Arrested After Toddler Tests Positive for Drugs
LAREDO, Texas – September 4, 2025 – A one-year-old child was found with drugs in their system after Laredo police responded to a welfare check, leading to the arrest of two individuals, including the child’s mother.
Officers arrived at a residence on the 2100 block of E. San Jose Street on Thursday morning to conduct a welfare check. At the scene, police discovered 42-year-old Jennifer Fragoso unconscious inside a parked vehicle. Also in the car were two young children, aged one and five.
Both children were taken to a local hospital for evaluation. During a subsequent search of the home, officers discovered narcotics and arrested 32-year-old Pete Philip Hernandez for possession of a controlled substance.
Fragoso was transported to police headquarters for questioning. Later, authorities confirmed that the one-year-old child tested positive for drugs, prompting charges of child endangerment and possession of a controlled substance against Fragoso.
“This could have ended tragically,” said Joe Baeza of the Laredo Police Department. “Two very young children, one not even two years old—it’s a sad situation.”
The Special Victims Unit is handling the case. Investigators are still determining how the drugs entered the child’s system and are awaiting medical results for the five-year-old.
The investigation remains active.
