Kelly Kenten Giles, the Republican Party chairman for Randall County, has been indicted on a charge of election fraud connected to the 2024 GOP primary, according to official court documents.
A grand jury in Randall County issued the indictment on June 25, alleging that Giles falsely certified that his application and nominating petition met legal requirements when submitted to the Texas Secretary of State in December 2023. This certification enabled his name to appear on the April 2024 Republican primary ballot.
Giles, 64, was booked into the Randall County Jail on July 7. Jail records indicate that no bond was required for his release. The charge is a Class A misdemeanor under Texas law, carrying a potential sentence of up to one year in jail and a fine of up to $4,000. As of July 9, no court date has been scheduled.
Giles was first elected as county chairman in May 2023 and secured re-election in April 2024, receiving 51% of the vote in the Republican primary.
Potter County Republican Chairman Daniel L. Rogers addressed the situation in a public statement on Tuesday.
“I am deeply saddened to learn of the arrest of Randall County GOP Chair Kelly Giles on allegations of election fraud related to his application for office,” said Rogers. “As someone who has long been a passionate advocate for election integrity and accountability, I believe it is essential that the rules and laws governing our elections apply equally to everyone — regardless of their position.”
Rogers added that he had reached out to Giles but had not received a response. He urged the public to wait for all facts before drawing conclusions.
“This is an unfortunate situation for the voters and precinct chairs of Randall County,” he said. “At the same time, I want to reassure the public that our party remains committed to transparency, fairness, and accountability at every level.”
Rogers noted concerns about ballot integrity in his statement, but the indictment against Giles does not involve ballots, vote counting, or election administration.
As of this publication, neither Giles nor the Randall County Republican Party has issued any public comment regarding the indictment.
