NORTH HAVEN, Conn. (WTNH) — A 20-year-old Windsor woman, Elizabeth Mortey, has been charged with risk of injury to a minor after a toddler under her care was found wandering alone in North Haven.

Police say the child walked away unnoticed from a church service and was discovered unsupervised behind the State St. Cafe around 11:15 a.m. on Sunday. The toddler had been alone for about 20 minutes before being found.

Mortey, who is the cousin of the child’s mother, had permission to bring the child to church that day.

After an investigation, the child’s mother was contacted and took custody. Mortey was released on a promise to appear and is scheduled to appear in Meriden Superior Court on July 31.
