Monica Taylor, Charles Miller Arrested for Mail Theft in Apple Valley

Two held for mail theft and drug possession under new Proposition 36 law

APPLE VALLEY, Calif. — Two suspects, Monica Taylor, 40, of Victorville, and Charles Miller, 24, of Apple Valley, were arrested early June 10, 2025, for mail theft and drug possession following a quick report from a vigilant resident, the Apple Valley Police Department said.

At approximately 1:51 a.m., deputies responded to a mail theft in progress on the 21000 block of Sitting Bull Road. The reporting party provided a description of the suspect vehicle — a black SUV.

Deputies located the vehicle nearby and stopped it. A search uncovered mail addressed to multiple locations and suspected methamphetamine inside the vehicle.

Taylor was booked at the High Desert Detention Center on charges of possession of a controlled substance, possession of stolen mail, and petty theft with prior convictions. She was later released after posting bail.

Miller was charged with possession of stolen mail and remains held on $30,000 bail.

This arrest is among the first under Proposition 36, the Homelessness, Drug Addiction and Theft Reduction Act, enacted on December 18, 2024. The law imposes enhanced sentencing and stricter pre-trial rules for certain theft- and drug-related offenses.
