Richard & Tammy Banks Charged in TennCare Fraud Case

Texas couple accused of false care claims in Memphis

MEMPHIS, Tenn. (WMC) — A Texas couple has been arrested for allegedly defrauding Tennessee’s Medicaid program, TennCare, according to the Tennessee Bureau of Investigation (TBI).

In April, Richard and Tammy Banks were taken into custody and charged with one count each of theft of property valued between $10,000 and $60,000. They were booked into the Shelby County Jail following their arrest.

The investigation began in July 2024, after a TennCare Managed Care Organization reported suspicions of fraud. The organization alleged that the Bankses had submitted fraudulent claims for providing personal care to a Memphis-based patient.

TBI agents discovered that between January and November 2024, the couple submitted care claims despite living in Texas during that period. The care in question was reportedly never provided, leading to thousands of dollars in losses for TennCare.

The case is part of ongoing efforts by state authorities to combat fraud in public healthcare programs.
