Louisiana Man Arrested for Deceptive Paving Practices in SD

Attorney General Urges Caution Against Fraudulent Contractors

The South Dakota Attorney General’s Office has announced the arrest of a Louisiana man for deceptive business practices related to an asphalt paving job. Attorney General Marty Jackley and Meade County Sheriff Pat West revealed that 24-year-old Bill Roger Acker III, from Sunset, Louisiana, faces charges of deceptive acts or practices and grand theft by deception.

Acker was allegedly representing a family business known as “Bill Blacktop Paving” or “Asphalt Paving,” which is believed to still be operating in western South Dakota. In light of this case, Jackley and West are urging residents to remain vigilant when approached with business proposals, particularly those related to home repairs.

Here are some tips for residents to protect themselves:

  • Be cautious of individuals soliciting business door-to-door.
  • Ensure that any repair work or contracts are documented in writing, including expected cost estimates.
  • Compare written bids from multiple contractors before making a decision.
  • Avoid paying for the entire job upfront; withhold final payment until the work meets your satisfaction.
  • Don’t rely solely on a contractor’s claims about insurance coverage; verify directly with your insurance company.
  • Consult with someone trustworthy before sharing money or personal information.

Residents are encouraged to be diligent in their dealings with contractors to avoid falling victim to similar scams.
