Shad White Announces Arrests of Two Panola County Employees

Carvelle Russell, Anthony Davis face fraud charges in fuel card scheme

JACKSON, Miss. – Mississippi State Auditor Shad White has announced the arrests of Carvelle Russell, a former employee of the Panola County Road Department, and Anthony Davis, a former employee of the Panola County Solid Waste (PCSW) department. The arrests stem from allegations that both individuals misused county fuel cards to fill their personal vehicles with fuel.

According to the State Auditor’s Office, Russell used a fuel card assigned to a Panola County Road Department vehicle to purchase fuel for his personal vehicle between June and September 2024. Davis, similarly, used a fuel card assigned to a PCSW vehicle for personal fuel purchases between July and September 2024.

State Auditor Shad White emphasized the ongoing commitment of his office to pursue accountability for taxpayer funds: “The dedicated team at the State Auditor’s Office will continue to work closely with prosecutors to get record results for taxpayers.”

If convicted, both Russell and Davis face penalties of up to $5,000 in fines and up to 10 years in prison. They are presumed innocent until proven guilty in court.
