PORTLAND, Ore. — Ian M. Harrower, 41, was arrested in Northeast Portland for selling fentanyl and methamphetamine near a BottleDrop recycling center on 122nd Avenue, police said.

Portland Police Bureau Sgt. Craig Andersen noted this was the second drug-related arrest in the area this month, highlighting the prevalence of opioid and meth sales targeting people who exchange cans for cash.

“One of our officers observed hand-to-hand drug sales near the BottleDrop,” Andersen said. “These are often small quantities, but they still present significant risks to the community.”

During the investigation, police confiscated cash and various weapons. Harrower was previously arrested in early March and lodged at Multnomah County Detention Center on charges including unlawful delivery of a controlled substance, felony possession of fentanyl, and unlawful possession of firearms.

Community members expressed concern over the open-air drug sales, which often exploit vulnerable individuals. Andersen emphasized the need for continued law enforcement efforts and potential updates to state law regarding BottleDrop operations.
