Several elderly residents were rescued in Carson, California, after authorities discovered multiple unlicensed care homes allegedly run by a couple accused of elder abuse and fraud.
Law enforcement officials responded to complaints across four Carson neighborhoods on Wednesday, serving warrants at four properties starting around 6 a.m. The operation involved the Los Angeles County Sheriff’s Department, the L.A. County Fire Department, the California Department of Justice, and other agencies.
Neighbors reported seeing elderly patients living in unsafe conditions without proper care. Tina De los Reyes, who lives next door to one of the homes, said she had long been concerned about the residents and witnessed first responders rescuing a patient that morning.
Investigators said they began looking into the homes on Feb. 24 after responding to a call, rescuing seven elderly individuals who were malnourished and neglected. On Wednesday, three more residents were rescued, including one man who was found sitting alone on a lawn outside a home on W. 234th Place.
Gary Hogg, 80, and Alicia Hogg, 72, were arrested and face accusations of elder abuse and fraud. Records show Alicia operates Abundant Care Home Inc., and both are affiliated with the nonprofit Global Covenant Christian Churches.
Lt. Quiana Penn of the LASD Carson Station stated the homes were unlicensed and failed to provide appropriate care, violating California and county regulations. Rescued residents were treated and transferred to appropriate facilities. Investigators believe there could be more victims and encourage anyone with information to contact the LASD Carson Station.
