Michael Manigo Charged in Baltimore Hit-and-Run Homicide

Victim Philip Jones dies days after being struck

BALTIMORE — A Baltimore man is facing attempted murder charges following a hit-and-run that was later ruled a homicide after the victim died, police said.

The incident occurred Jan. 4 around 8:09 a.m. in the 2200 block of McColloh Street, where officers found Philip Jones, 48, suffering from multiple head and body abrasions after being struck by a vehicle. He was transported to a nearby hospital in critical condition and died three days later on Jan. 7.

Following witness interviews and an extensive investigation, detectives determined the crash was intentional and reclassified the case as a homicide.

Police said Michael Akiel Manigo, 31, of Baltimore, was arrested later that day after officers located the disabled vehicle involved in the incident in the 2300 block of Annapolis Road.

Manigo was taken to the Central Booking Intake Facility and charged with attempted first-degree murder. Authorities said additional or upgraded charges are pending.
