A Rockford Police Department officer has been arrested and is facing multiple fraud-related charges following an investigation by Illinois State Police.
Corey Roser, 35, is charged with five counts of theft of property valued over $500 but less than $10,000, four counts of home repair fraud, and one count of official misconduct. The alleged offenses stem from Roser’s on-duty and off-duty business practices during 2024 and 2025.
The Rockford Police Department requested that Illinois State Police conduct the investigation. Roser was placed on administrative leave at the start of the inquiry and remained on leave throughout its duration.
Following the investigation, ISP special agents submitted their findings to the Winnebago County State’s Attorney’s Office. On February 2, Roser turned himself in to the Winnebago County Sheriff’s Office. He is scheduled to appear in court on February 3.
Illinois State Police are asking anyone who may be a victim or who has information related to Roser’s alleged activities to contact ISP at 815-987-7300.
Roser has been employed by the Rockford Police Department since 2017.
As with all criminal cases, the charges are allegations, and Roser is presumed innocent unless proven guilty in court.
