Bill Spencer Accused of Stealing $222K from Youth League

Former league director allegedly misused funds for personal gain

The former director of a Western Pennsylvania youth football league is accused of stealing more than $200,000 in league funds over several years.

Bill Spencer, who led the Western Pennsylvania Youth Football League from 2013 until his resignation in June 2025, is facing multiple charges in connection with the alleged theft, authorities said.

The investigation began in early 2024 after league officials noticed missing money and irregular financial transactions. A forensic review of the league’s bank accounts revealed that Spencer allegedly wrote 187 checks to himself totaling more than $222,000—part of an overall amount approaching $230,000.

Investigators said most of the checks were directly deposited into Spencer’s personal account, while others were cashed or routed through additional accounts, including one shared with his wife. The transactions occurred between January 2020 and February 2025.

According to authorities, the stolen money was used to cover personal expenses, including bills, retail and Amazon purchases, restaurant visits, ATM withdrawals, home-improvement projects, and insurance or financing accounts linked to Spencer or his family. None of these transactions had approval from the league’s board.

Officials stressed that the stolen funds were originally intended to support league operations and costs for running youth football programs across western Pennsylvania.
