Franc Maloney Arrested for Felony Voter Fraud in Alabama

Canadian man charged after illegally voting in multiple elections

BLOUNT COUNTY, Ala. — A Canadian man has been arrested and charged with multiple counts of felony voter fraud in Alabama, authorities said.

Franc Maloney was among 186 registered non-citizens discovered to be illegally registered to vote in the state, following an investigation led by Alabama Secretary of State Wes Allen.

A grand jury that handed down Maloney’s indictments also recommended changes to Alabama’s voting laws to prevent similar incidents in the future. Proposed changes include:

Requiring valid photo identification to register to vote.

Excluding foreign national driver’s licenses as valid ID at the polls.

Updating the Absentee Ballot Affidavit to affirm U.S. citizenship.

Improving training for Boards of Registrars and updating poll software to flag foreign IDs.

Ensuring the Driver’s License System communicates foreign national status to law enforcement and differentiates foreign licenses from Alabama-issued IDs.

Blount County District Attorney Pamela Casey emphasized that the case is about following the law, not politics.

“What this case shows is that our system has vulnerabilities,” Casey said. “This non-citizen was able to obtain a driver’s license, a Social Security number, register to vote, and cast ballots without the system flagging them—and that should not happen in our country.”

Maloney was already out on bond for more than 191 counts related to child pornography charges. Following this arrest, the District Attorney’s office filed a motion to revoke his bond. Investigators say Maloney voted in at least nine state and federal elections.
