MONZA, Italy — The Military of the Provincial Command of the Guardia di Finanza in Monza Brianza has executed arrest orders against Davide Erba, 45, a Brianza-based entrepreneur and owner of the newspaper Cittadino di Monza, and two professionals, Lorenzo Rigoni, 42, and Diego Zerri, 59, suspected of orchestrating a complex tax fraud scheme.

The investigation, coordinated by the Monza Public Prosecutor’s Office and conducted by the Monza Economic and Financial Police Unit, uncovered that the defendants allegedly helped numerous entrepreneurs defraud tax authorities by using non-existent tax credits to offset over €4 million in tax liabilities.

Erba, currently abroad, is subject to a custodial order, while Rigoni and Zerri were placed under house arrest and banned from practicing as accountants and lawyers. In parallel, authorities executed asset seizures across Monza, Brianza, Milan, and Novara, targeting assets and fees amounting to €300.

According to investigators, the two consultants systematically offered “tax packages” through a Milan-based consulting firm. The scheme targeted companies in financial difficulty, promising reductions in tax debts by exploiting fictitious credits tied to “Training 4.0” programs, which were never actually undertaken.

Auditors reportedly certified the fraudulent credits in coordination with the consultants, making them liable for corrupt conduct. In total, 14 entrepreneurs face charges for fraudulent tax returns, while the three professionals are charged with corruption, improper tax offsets, and ideological forgery in official certificates.

All company shares of the Milan-based consulting firm, along with financial assets of €300, were seized as part of the investigation.
