Jennifer Chappell Arrested in NY Welfare Fraud Case

Woman charged with SNAP overpayment and false records

ELIZABETHTOWN, N.Y. — A 29-year-old Witherbee woman has been arrested following an investigation into suspected welfare fraud, authorities say.

Jennifer Chappell was taken into custody after the New York State Police received an investigative packet from the Essex County Social Services Welfare Fraud Unit on April 22, 2025. Investigators determined that Chappell withheld employment income on multiple SNAP applications, resulting in overpayments totaling approximately $8,174.

Chappell faces several charges, including fourth-degree grand larceny, fourth-degree welfare fraud, first-degree false instrument for filing, and first-degree falsifying business records. She was released on an appearance ticket and is scheduled to appear in Elizabethtown Town Court at a later date.
