Peel Regional Police Unveil Extensive Towing-Linked Crime Network
Peel Regional Police have arrested 18 individuals, including 17 men and one woman, in connection with a Brampton-based organized crime ring tied to the towing industry. The operation, known as “Project Outsource,” began in July 2024 after a rise in violent extortion threats mainly targeting South Asian business owners in the Greater Toronto Area (GTA).
Key Arrests and Charges
The suspects include Inderjit Dhami (38), Paritosh Chopra (32), Gurbinder Singh (28), Kulwinder Puri (25), Parminder Puri (31), Inderjit Bal (29), Varun Aul (31), Ketan Chopra (30), Pawandeep Singh (25), Dipanshu Garg (24), Rahul Verma (27), Karan Boparai (26), Mankirat Boparai (22), Simar Boparai (21), Jovan Singh (23), Abhinav Bhardwaj (25), and Haleh Javady Torabi (37).
Together, they face 97 charges, including fraud, firearms offenses, and participation in a criminal organization. The investigation revealed the group used violence—such as arson, threatening messages, and drive-by shootings—to intimidate and extort drivers. They also staged vehicle collisions to defraud insurance providers.
Seizures and Evidence
Authorities seized over CAD $4.2 million in assets, including 18 tow trucks, four high-end personal vehicles, six firearms, 600 rounds of ammunition, and five stolen vehicles.
This extensive operation involved Peel Regional Police working alongside Halton, York, and Toronto police services, the Ontario Provincial Police (OPP), and the Criminal Intelligence Service Ontario.

Peel Police Chief Nishan Duraiappah highlighted how the criminal network instilled fear within the community and praised the law enforcement teams for their efforts. Authorities continue their investigation and urge anyone with information to come forward.
