16 Arrested in Coordinated Retail Theft Operation in Washington County

Beaverton and Washington County law enforcement team up to tackle shoplifting

WASHINGTON COUNTY, Ore. — A total of 16 individuals were arrested during a coordinated retail theft operation conducted on April 4 in Washington County, authorities reported.

The operation was a joint effort between the Washington County Sheriff’s Office, the Beaverton Police Department, and loss prevention teams from Target and Home Depot stores across Beaverton and Washington County. Officers and detectives worked together to identify individuals allegedly involved in theft activities, recovering hundreds of dollars’ worth of stolen merchandise.

Among those arrested were 12 adults, ranging in age from 23 to 48, and four teenagers. The adults face a variety of charges, including third-degree theft, second-degree theft, second-degree criminal trespass, and unlawful possession of methamphetamine. Several individuals also had outstanding warrants at the time of their arrests.

Notable arrests included Jennifer L. Humphrey, 48, of Beaverton, who was charged with theft and methamphetamine possession, and Annette J. Garcia-Garcia, 37, of Albany, who was arrested on multiple warrants in addition to theft charges.

Four of the arrested individuals are facing second-degree theft charges, which typically involve stolen property valued between $100 and $1,000, while others face third-degree theft charges for lesser amounts.

The operation was funded through a grant from the Oregon Criminal Justice Commission provided to the Washington County District Attorney’s Office.

Authorities indicated that similar operations targeting shoplifting and retail theft will continue in Washington County, with plans for more coordinated efforts to combat these crimes.

“The Washington County Sheriff’s Office extends its thanks to the Beaverton Police Department, Target, and Home Depot for their cooperation and assistance,” the agency stated.
