Two Venezuelan Men Arrested in ATM Skimming Theft Ring

Suspects Arrested in Less Than 54 Hours After Skimming Incident

The Richmond Police Department has arrested two Venezuelan men, Darwin G. Moreno-Conde (24) and Yorbin Y. Allen-Hernandez (44), in connection with an ATM skimming theft ring. The arrests were made on November 15 in Kirkwood, Missouri, following an extensive search across the Kansas City to St. Louis area.

The investigation began on November 13 when a skimming device was discovered on an ATM in Richmond, leading to numerous accounts being compromised. Using Flock cameras and working with Metro Area law enforcement agencies, the Richmond Police Department, along with MOICI, MIAC, and Kirkwood Police, were able to identify and arrest the suspects in just under 54 hours.

On November 16, both men were charged with one felony count each of first-degree property damage and stealing. They are currently being held in the Ray County Jail on $250,000 cash-only bonds. Further charges are expected as the investigation continues.
