Two New Yorkers Arrested in Pa. for Stolen Credit Cards

Two New Yorkers, Wei Lin Guan and Xiao Dong Chen, were arrested in Lower Paxton Township, Dauphin County, on February 9 for their involvement in using stolen credit card numbers.

The arrests occurred after a tip-off led police to the CVS store located at 6007 Allentown Boulevard, where it was reported that a woman was attempting to purchase gift cards using fraudulent credit cards. Upon arriving at the scene, officers quickly located the suspects’ vehicle and detained them for questioning. Chen, the driver, and Guan were identified at the time.

Further investigation revealed that both individuals were carrying multiple stolen credit card numbers on their phones.

Guan faces multiple charges, including one count of Criminal Use of a Communication Facility, one count of Unlawful Use of a Computer Device, two counts of Access Device Fraud, and one count of Theft by Deception. Chen has been charged with one count of Criminal Use of a Communication Facility, one count of Unlawful Use of a Computer Device, one count of Access Device Fraud, and one count of Theft by Deception.

Guan is currently held at Dauphin County Prison on a $100,000 bail, while Chen was released after posting a $75,000 bail.
