Two Defendants Sentenced for Defrauding the U.S. Government and Filing False Tax Returns

GREENBELT, Md. – U.S. District Judge George J. Hazel sentenced Sandra Denise Curl of Charlotte, North Carolina, and Percy Leroy Jacobs of Prince Frederick, Maryland, to 30 months each in federal prison on February 11, 2025. Both defendants were convicted for conspiring to defraud the United States, helping file false tax returns, and theft of government funds.

The sentences were announced by U.S. Attorney for the District of Maryland, Erek L. Barron, and Acting Deputy Assistant Attorney General Stuart M. Goldberg of the Justice Department’s Tax Division. They also acknowledged the efforts of Special Agent in Charge Kareem A. Carter of the Internal Revenue Service – Criminal Investigation.

Curl and Jacobs had filed tax returns on behalf of fraudulent trusts they owned between 2013 and 2016, seeking refunds to which they were not entitled. Additionally, they filed false individual tax returns, claiming fictitious tax withholdings in an attempt to generate refunds. The total amount they sought to defraud the IRS out of exceeded $2.2 million.

In addition to their prison sentences, Judge Hazel ordered the defendants to pay restitution totaling $959,044.
