Troy Bullock and Jeremy Soutar Arrested for Attempted Child Rape

A joint law enforcement operation from June 18 to June 20 in Cayuga County, New York, led to the arrest of two men charged with attempting to engage in sexual acts with minors under 15 years old.

Troy Bullock, 45, of Auburn, and Jeremy Soutar, 45, of Weedsport, were arrested and charged with Attempted Rape in the Second Degree. Soutar faces an additional charge of Attempted Dissemination of Indecent Material to Minors in the First Degree, classified as a sexually motivated felony.

Soutar, currently on parole for a prior 2014 conviction involving sexual conduct against a child, is listed as a level 3 sex offender on the New York State Registry. He remains in Cayuga County Jail without bail, with assistance from New York State Parole in his arrest.

Bullock was arraigned at CAP court and released on $2,500 bail.
