Three Sentenced to Federal Prison for Fentanyl Distribution Conspiracy

ALEXANDRIA, VA — Xavier Elijah Coltrane, 21, Vaughn Meachem, 34, and Cameron Harris, 24, have been sentenced to federal prison for their roles in a conspiracy to distribute and distribute 400 grams or more of fentanyl, the U.S. Attorney’s Office for the Eastern District of Virginia announced on February 14, 2025.

Cameron Harris, of Gainesville, was sentenced on December 18, 2024, to 13 years in prison.
Xavier Coltrane, of Arlington, was sentenced on February 13, 2025, to 20 years in prison.
Vaughn Meachem, of Alexandria, was sentenced on February 16, 2025, to 10 years in prison.
The investigation revealed that Coltrane, co-owner of Exquisite Luxury Transportation, used his car service to facilitate the distribution of illegal drugs, including fentanyl pills and cocaine. Court documents show that from July 2023 through April 2024, the FBI conducted five controlled drug purchases from the conspirators, during which 65,000 fentanyl pills and one kilogram of cocaine were sold.

Coltrane, who organized the drug deals, communicated with his co-conspirators through Instagram messaging, Telegram, and phone calls. In multiple instances, buyers booked rides through Exquisite Luxury Transportation, only to be driven to drug delivery locations where Meachem distributed the fentanyl pills. On at least one occasion, Coltrane himself directly delivered the drugs.

As law enforcement attention on the operation grew, Coltrane became concerned about using the luxury car service for trafficking activities. Subsequently, Harris took over the deliveries in his personal vehicle to avoid drawing further suspicion.

The sentences reflect the serious nature of the trafficking operation, which posed significant public health risks due to the distribution of fentanyl, a potent synthetic opioid responsible for thousands of overdose deaths annually.
