Victor Martinez Hernandez faces charges of murder and rape

BALTIMORE — The suspect in the murder of Maryland mother Rachel Morin has been arrested in Tulsa, Oklahoma, the Harford County Sheriff’s Office confirmed on Saturday.

Victor Antonio Martinez Hernandez, a 23-year-old undocumented immigrant from El Salvador, was apprehended on Friday, according to Harford County Sheriff Jeff Gahler. Hernandez faces charges of first-degree murder and first-degree rape. Harford County State’s Attorney Alison Healy will be the prosecutor handling the case.

Hernandez crossed the U.S. border illegally in February 2023, a month after allegedly murdering a young woman in El Salvador in January 2023. Interpol had issued a warrant for his arrest in connection with that homicide. The suspect also has ties to the Washington, D.C. area, specifically Virginia and Prince George’s County, and is connected to known gangs, Sheriff Gahler said.

Martinez is currently awaiting extradition to Maryland, which is expected to take between 30 and 60 days.

Rachel Morin was found murdered along the Ma & Pa Trail in Harford County last August. She had gone missing after taking a walk on the popular trail. Authorities believe Hernandez hid in a drainage culvert before ambushing Morin. Investigators later linked her murder to a home invasion and assault in Los Angeles, California, on March 26.
