The Oroville Police Department has arrested Stephanie Kincaid, a 32-year-old resident, on charges of grand theft, fraudulent use of credit cards, and grand theft from an elderly adult.

On October 1, police received a distress call about an 84-year-old resident who had been defrauded of nearly $6,000. During their investigation, officers discovered that the funds were stolen through unauthorized use of the victim’s bank cards by someone the victim knew.
