State Govt Targets Habitual Drug Offenders for Preventive Arrests

In response to the rising drug-related violence among youth, the state government has directed the excise department to identify individuals involved in repeated narcotic crimes for preventive arrest under a central act. This act allows authorities to detain individuals implicated in two or more significant cases of narcotic drugs and psychotropic substances (NDPS). However, so far, only two suspects have been recommended for such action.

The two individuals named for preventive detention are Madhu K Pillai, 48, from Manacaud, and Manoj, 35, from Bonacaud. Their cases have been forwarded to the excise commissioner, who will present the list to the government for further steps.

According to an excise officer, while numerous individuals have been involved in multiple NDPS cases, only those who are currently in jail or facing new charges can be considered for preventive detention. “Currently, only two people meet the criteria, but more names may be added as further investigations unfold,” said the officer.

To combat the growing problem of drug trafficking, the excise department has increased its inspections at key locations such as borders, interstate vehicles, shopping malls, railway stations, and bus stands. Despite the rise in inspections, the quantity of drugs seized has been lower than expected. Officials believe this is due to traffickers adopting more sophisticated methods to evade detection.

“Ganja is primarily smuggled into the state from Andhra Pradesh and Odisha, while synthetic drugs like MDMA are brought in from Bengaluru. These drugs are easier to hide, which makes it more difficult for authorities to intercept them,” one officer explained.

The excise department’s enhanced efforts come as the community grows increasingly concerned about the negative impact of drug abuse on the youth. The preventive detention initiative is part of a broader strategy to deter habitual offenders and disrupt drug networks. However, the small number of offenders identified for preventive arrests thus far underscores the challenges in implementing such measures effectively.
