ROCKFORD, Illinois (KCRG) – A two-day human trafficking enforcement operation in the Rockford area of Winnebago County led to the arrests of six individuals on December 4th and 5th, 2024. Illinois state police, in collaboration with the Division of Criminal Investigation Trafficking Enforcement Bureau, conducted the operation to target individuals seeking to engage in commercial sex acts.
Among the arrested were several men facing serious charges related to the solicitation of minors. The suspects were charged with offenses including indecent solicitation of a child, traveling to meet a child, and solicitation to meet a child of at least five years of age.

Harry J. Hulmes III, 57, from Machesney Park, Illinois
Jon D. Juhlin, 58, from Rockford, Illinois
Lavonte D. Allen, 32, from Rockford, Illinois
Nathan D. Hayes, 31, from Pecatonica, Illinois
Gerald L. Hochastatter, 71, from Delavan, Wisconsin
All six individuals have been charged with offenses related to the solicitation of a minor for sex and are being held as part of the ongoing investigation.
