Sherron Webb and Edna Robinson Charged in TennCare Fraud Case

Memphis, Tennessee — The Tennessee Bureau of Investigation (TBI) has arrested two licensed counselors, Sherron Webb, 63, and Edna Robinson, 76, for allegedly stealing over $10,000 in TennCare funds during a year-long investigation. The inquiry began in August 2023 following a fraud referral from the TennCare Office of Program Integrity.

According to the TBI release, Webb was providing psychotherapy services to TennCare patients despite lacking the necessary credentials. Robinson, a licensed professional counselor, was supposed to supervise Webb. However, her license did not permit her to employ an unlicensed individual like Webb to offer these services. While Robinson was listed as the rendering provider for claims billed to TennCare, it was Webb who delivered the psychotherapy.

In August 2024, a Shelby County Grand Jury indicted both women on one count of TennCare Fraud and one count of Conspiracy-Theft of Property for amounts between $10,000 and $60,000. Webb was arrested by the Memphis Police Department on August 23, 2024, while Robinson was taken into custody on October 8, 2024.

Both women are currently being held at the Shelby County Jail, with bonds set at $20,000 each. It is essential to note that the charges and allegations mentioned are merely accusations of criminal conduct, and the defendants are presumed innocent until proven guilty in a court of law.
