Scottsdale Police Arrest Three in ATM Skimming Scheme

The Scottsdale Police Department has arrested three suspects—Robert Olteanu, Fernando Cojocaru, and Petrican Filon—in connection with a scheme involving the placement of card skimmers on ATMs across the Valley. The arrests follow an investigation that began after a victim reported unauthorized transactions on their credit card, leading police to Eduard Ichim as a potential accomplice.

As authorities attempted to locate Ichim, they observed his associates—Olteanu, Cojocaru, and Filon—actively installing skimmers on ATM machines at various locations. Investigators also discovered that the skimmers were equipped with hidden cameras attached to the machines using adhesive strips.

While the three suspects are now facing felony fraud charges, Ichim remains at large, prompting continued police efforts to apprehend him.
