Regis Babu Irumva Charged After Allegedly Stealing Honda Accord

Regis Babu Irumva, a Concord Heights man with a history of over 30 prior arrests and multiple plea deals that allowed him to avoid felony charges, is now facing new accusations of stealing a vehicle from the parking lot of a diner. Irumva, 21, was arrested on December 5, 2024, after being linked to the theft of a 2018 Honda Accord from the Red Arrow Diner on Loudon Road in Concord.

The incident occurred around 2 a.m. when a woman left her car running in the parking lot while she went inside to pick up her food. Upon returning, she found that her car had been stolen. The responding officer, who had been in the area moments earlier, described seeing a black man walking on Loudon Road near the diner. The officer also received a similar description from the car owner.

After a search of the area, the officer spotted a car matching the stolen vehicle’s description on North Main Street. After confirming the registration, the officer attempted to stop the vehicle on Bouton Street. The snowy conditions caused the car to slide into a telephone pole. Irumva, the driver, was ordered to exit the car, but he refused to comply. The situation escalated, with the officer drawing their firearm in preparation for a felony stop.

Irumva, who has a history of avoiding serious charges through plea deals, is now facing theft-related charges and could face more legal consequences for his actions.
