Redding Police Arrest Multiple Suspects in Retail Theft Operation

Redding, Calif. – On Tuesday, November 26, a targeted enforcement operation conducted by the Redding Police Department’s (RPD) Neighborhood Police Unit (NPU) and Bike Team led to nearly 20 arrests. The five-hour operation aimed to address retail theft and quality-of-life issues throughout the city, resulting in charges ranging from theft and narcotics violations to weapons offenses and outstanding warrants.

Among the significant arrests were Christopher Northcutt, 35, and Angela Franklin, 44, both of Redding. The pair was apprehended at a local Walmart after officers observed them consuming unpaid food inside the store and conspiring to steal additional items. Northcutt was found with a concealed dagger, and both were booked into the Shasta County Jail.

Additionally, Daniel Harrington, 41, also of Redding, was arrested after exiting Sportsman’s Warehouse with $350 worth of stolen merchandise. Harrington, who is on Post Release Community Supervision for a prior fraud conviction, was taken into custody by NPU officers and booked into jail.

At a Safeway store on E. Cypress Avenue, Patrick Twiford, 51, was arrested for petty theft after using the self-checkout to pay for only part of his items. Twiford attempted to steal $133 worth of goods.

In another theft at TJ Maxx, Chelsea Kellhofer, 35, was apprehended after attempting to flee the store with unpaid items. When confronted by Loss Prevention, she became combative and claimed ownership of the items before being arrested for theft.

In a separate incident, Joseph Lunsford, 28, was caught stealing food at Safeway and was later found with Blake Harney, 32. Harney was in possession of a large quantity of methamphetamine, which was packaged for sale. Both men were arrested, with Harney facing charges for possession of narcotics with the intent to sell.
