Operation Obscured Vision: Human Trafficking Crackdown in Arkansas

4 Arrested, 16 Victims Rescued in Statewide Operation Targeting Massage Parlors

Attorney General Tim Griffin has announced the successful launch of Operation Obscured Vision, a statewide initiative aimed at combating human trafficking through illicit massage parlors. The operation, a joint effort involving local law enforcement and victim advocacy groups, led to the execution of search warrants at 12 locations across Arkansas. This coordinated effort resulted in the arrest of four individuals and the rescue of 16 victims.

The search took place in massage parlors in Jonesboro, Russellville, Hot Springs, Rogers, Harrison, and a hotel in Little Rock. Authorities identified 17 victims, ranging in age from 29 to 65, with 16 accepting services from medical staff and victim advocates.

“This operation is just a first step,” Griffin stated. “The intelligence and evidence gathered through Operation Obscured Vision will inform ongoing investigations and support efforts to target similar massage parlors across the state.”

The arrested individuals include Haiyan Lu, 54, of Harrison; Qing Chen, 53, of Jonesboro; Hongliang Cai, 55, of Jonesboro; and Chunli Wang, 50, of Rogers. They face charges such as promoting prostitution and sexual assault.

During the operation, authorities seized nearly $70,000, 1,870 in Chinese currency, and a Mercedes-Benz vehicle. The Arkansas Attorney General’s Office Special Investigations Division, Arkansas State Police, and various local police departments worked together in this operation, with support from multiple advocacy organizations.

Griffin emphasized that the operation is only the beginning, stating, “These criminals are woven into a network that spans beyond our state. We are committed to continuing this work as we follow new leads and address human trafficking across Arkansas.”

As part of the operation, the Russellville Police Department executed three search warrants on January 23, targeting businesses suspected of being involved in trafficking. While no arrests were made during this particular phase, victims were identified, and advocacy groups provided critical support.

The businesses targeted in Russellville, “Sweet Massage,” “Beautiful Angel,” and “Angle Massage,” had their permits revoked due to the ongoing criminal investigation. The Russellville Police Department has urged the public to report any information about illegal activities at these locations or other areas to the Detective Division at (479) 968-3232, or the Silent Tip Line at (479) 967-2221.

The investigation is still ongoing, and the case will be reviewed by the Prosecutor’s Office once completed.
