MANILA – The Bureau of Immigration (BI) reported the arrest of another member of the notorious “Luffy” gang, wanted by Japanese authorities for theft and robbery. Nagaura Hiroki, 26, was apprehended by the BI’s Fugitive Search Unit (FSU) on Sunday along Estrella Avenue in Barangay Poblacion, Makati City.
Hiroki is slated for deportation to Tokyo after a summary deportation order was issued against him in 2022. The BI had already placed him on its immigration blacklist, permanently barring him from reentering the Philippines.
BI Commissioner Norman Tansingco confirmed the arrest, explaining that Japanese authorities had alerted the BI about Hiroki’s presence in the country. Hiroki has been in hiding in the Philippines since November 20, 2019, when he entered as a tourist. However, it was only in 2022 that the BI learned of his involvement in criminal activities in Japan.
The Japanese authorities have issued an arrest warrant against Hiroki for his role in a theft incident. He, along with an accomplice, allegedly impersonated a police officer to rob a home under the guise of investigating a stolen ATM card. Additionally, Hiroki is under investigation for his alleged involvement in telecommunications fraud activities.
Currently detained at the BI warden facility in Camp Bagong Diwa, Taguig City, Hiroki is awaiting deportation proceedings.
