Multiple Arrests in Eagle After Human Trafficking Investigation

EAGLE, Idaho — Authorities in Eagle have arrested three individuals in connection with a human trafficking operation involving prostitution. After a thorough investigation, detectives from the Eagle Police Department targeted Head-to-Toe Massage Therapy, located near South Eagle Road and East Riverside Drive.

During the investigation, police also executed a search warrant at a home near Fruitwood Place and East Ranch Drive in Eagle. Evidence collected suggested illicit massage services were being offered, and investigators are working to uncover the full extent of the operation and identify any additional individuals involved.

David Packham, 68, and Xinhui Shui, 61, were arrested and face multiple felony charges, including human sex trafficking, commercial sexual activity, and prostitution-related offenses. Doris Li, 38, was also arrested for felony prostitution charges related to maintaining or controlling a house of prostitution.

Authorities continue to investigate the case, and more arrests could follow as the operation’s scope becomes clearer.
