Baltimore — U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Baltimore arrested 38-year-old Salvadoran national Raul Orlando Ramos-Guido, a self-admitted MS-13 member with multiple felony convictions, including robbery and auto theft, on July 1 in Annapolis, Maryland. Ramos was apprehended by ERO Baltimore’s Fugitive Operations Team, marking the latest in a series of legal entanglements for the individual.
Ramos, who entered the U.S. unlawfully, had been deported twice previously. He was first arrested in 2006 for disorderly conduct, later convicted in 2007 for motor vehicle theft, and in 2009 for robbery, with subsequent imprisonment. Despite being ordered removed by a DOJ immigration judge in 2009, Ramos reentered the U.S. illegally on multiple occasions.
In 2013, after another removal, he unlawfully reentered the U.S. again and was arrested in 2015 on federal charges of reentry after removal. He was convicted and sentenced to 36 months in federal prison before being deported again in 2018.
Ramos-Guido’s repeated illegal reentries and criminal convictions, including theft and robbery, led to his most recent arrest. He now faces removal again from the United States, with ERO Baltimore serving him with a notice of intent/decision to reinstate his prior removal order. Ramos remains in ICE custody awaiting his removal to El Salvador.
