Miguel Arturo Escobar Garcia Arrested in Horizon City Refund Scam

HORIZON CITY, Texas (KFOX14/CBS4) — A 48-year-old man, Miguel Arturo Escobar Garcia, was arrested in Horizon City for allegedly participating in a “refund scam.”

The Horizon City Police Department reported that Garcia was taken into custody after they received a tip about suspicious activity at a business located in the 14400 block of Horizon Boulevard on Tuesday morning.

Investigators believe Garcia stole over $5,000 over several months by swapping damaged parts and keeping the money that was supposed to be refunded to the business. During questioning, Garcia reportedly confessed to keeping around $1,200 of the stolen funds.

Garcia was charged with theft in an amount ranging from $2,500 to $30,000. He was booked into the El Paso County Jail, where records show he posted a Personal Recognizance Bond of $7,500 on the same day and was released.
