Jabreel Elmi, 27, has been arrested in connection with the September 2021 shooting in Regent Park, Toronto, which claimed the life of Thane Murray, a well-known youth worker. The incident occurred on the evening of September 18, 2021, near Oak and Sumach streets.
Murray, aged 27 and active in recreation programs across Toronto’s east end, was found at the scene with multiple gunshot wounds and was later pronounced dead. His tragic death left a deep impact on the community, with the City of Toronto acknowledging him as a “well-regarded member of the Toronto Public Service.” Two other individuals, a 29-year-old and a 27-year-old, were injured in the shooting but survived.
Following the incident, police arrested two suspects in December 2021 and issued Canada-wide arrest warrants for Elmi and another individual, Rajahden Angus Campbell, then 22 years old. Despite efforts, further arrests were delayed for years.
However, on January 31, 2025, Elmi was apprehended in Saskatoon. The Saskatoon Police Service, in collaboration with an outside agency, executed a search warrant at an apartment, leading to his arrest. Elmi had been included in the Bolo Program’s 25 Most Wanted Fugitives list released in December.
Elmi faces charges of first-degree murder and two counts of attempted murder. Police are now making arrangements to bring him back to Toronto to face trial.
Meanwhile, Campbell remains at large. He is described as Black, approximately 6’1″ and 174 pounds. Authorities have issued a warning, advising the public that Campbell should be considered armed and dangerous. Police urge anyone who locates him to call 9-1-1 immediately and not approach him.
The case remains under investigation as police continue to seek justice for Murray and the other victims.
